The UAE has been ranked as the safest country in the world as of mid-2025, according to a global survey conducted by Numbeo. With a score of 85.2 points, the UAE climbs to the top of the safety index, overtaking last year’s leading nation. Meanwhile, Abu Dhabi maintains its position as the world’s safest city for the ninth consecutive year.

UAE Cities Dominate Global Safety Rankings as Abu Dhabi Maintains Leadership

The United Arab Emirates dominates the latest Numbeo Safety Index, with five cities in the top six. Abu Dhabi leads the list of safest cities in the world 2025, with 88.8 points, followed by Ajman (85.5) and Dubai (83.7).

UAE's global safety rankings show a consistent upward trend in how security is perceived by the public. Meanwhile, Abu Dhabi's consistent top ranking for the last nine years demonstrates the effectiveness of sustained security policies and low crime rates in the UAE.

Numbeo’s Safety Index is based on user-submitted surveys. The UAE’s safety rankings are derived from a survey assessing residents’ perception of public safety, crime, and personal experiences. These urban safety rankings consider the safety perception rather than the official crime statistics and reflect public confidence in the UAE’s security measures.

The rankings in Numbeo’s World Safety Index 2025 reflect the UAE’s broader improvement trajectory. Since 2021, the UAE has improved across multiple international safety metrics, rising not only in Numbeo’s rankings but also in the Global Peace Index published by the Institute for Economics and Peace.

The UAE also leads in the Gulf region. All 6 GCC nations rank in the top 40, above the global average, while the UAE’s score outpaces Qatar (84.6), Oman (81.4), Saudi Arabia (76.3), and Bahrain (76.2). Even among major economies, the UAE stands out as one of the most secure and safe destinations in 2025.

This demonstrates that the UAE's safety and security infrastructure delivers measurable results through highly trained law enforcement implementing effective crime prevention measures and surveillance systems across all emirates.
